7 California E-Scooter Laws Every Rider Should Know!

7 Essential Electric Scooter Laws in California

  1. Helmet Requirement for Riders Under 18

According to the California Vehicle Code §21235(c), any vehicle with an electric motor, a floorboard, and handlebars has to follow this law. Riders under the age of 18 years can also use a bicycle helmet that fits properly and can be fastened [1].

Adults are not required to wear helmets but are encouraged to for safety. Violating this law results in a $200 fine.

2. 15 MPH Speed Limit
According to California Vehicle Code §22411, e-scooters must not exceed 15 mph. Exceeding this limit can result in a $250 fine. Companies like Bird and Lime enforce this limit on their rentals.

3. Mandatory Use of Bike Lanes
California Vehicle Code §21229 mandates that e-scooters use bike lanes where available, except when passing, turning left, avoiding hazards, or turning right.

4. Ride Solo, No Sidewalk Riding, and Driver’s License Requirement
Per California Vehicle Code §21235, only one person can ride an e-scooter at a time, riding on sidewalks is prohibited, and riders must have a driver’s license or learner’s permit. Violations incur a $200 fine.

5. Dismount for Left Turns
Under California Vehicle Code §21228, riders must dismount their e-scooter to make left turns. They should walk the scooter across the intersection to ensure safety.

6. Crosswalk Rules
California Vehicle Code §275 designates crosswalks as part of the sidewalk, prohibiting e-scooter riding on them. Violators will be fined around $200.

7. Adherence to Motor Vehicle Laws
As stated in California Vehicle Code §21221, e-scooter riders must follow the same rules as motor vehicle drivers, including penalties for DUI, which can cost around $350.
