On August 18, 2006 the US Food & Drug Administration (FDA) ordered Donor Referral Services to cease manufacturing of human cells, tissues and other cellular-based products.
This action stemmed from the shut down and criminal charges/investigation of Biomedical Tissue Services and its owners for illegally harvesting body parts from cadavers. The Biomedical Tissue Services investigation has gained national attention and been commonly referred to as body parts scandal, bone recall, tendon recall, tissue recall, etc.

An FDA investigation found, “serious deficiencies in its manufacturing practices, including those governing donor screening and record keeping”, said the FDA.
The FDA’s inspection identified serious violations of the regulations, including the failure to establish and maintain procedures for manufacturing steps performed by Donor Referral Services. In addition to the above stated violations, FDA also found several instances where records provided by Donor Referral Services to another Human Cells, Tissues and Cellular and Tissue-Based Products establishment were at variance with the official death certificates FDA had obtained from the state where the death occurred.
